The 2017 Panvel Municipal Corporation (PMC) elections marked the first time this civic body, with 78 seats, went to the polls. Held on May 24, 2017, the results saw a decisive victory for the Bharatiya Janata Party (BJP), which secured a landslide by winning 51 seats. This outcome reshaped local governance in Panvel, a rapidly growing suburb in Maharashtra’s Raigad district.

Election Overview and Voter Turnout

Panvel Municipal Corporation covers a population of over 500,000 as per the 2011 census, reflecting its urban expansion near Mumbai. The election featured 78 wards, with a mix of general and reserved seats: 39 general, 49 for women, 24 for Scheduled Castes, and others for specific categories. Total voters numbered around 71,824, with valid votes cast exceeding 67,817, yielding a turnout of approximately 46.23%.

Counting began early on May 26, 2017, with BJP taking an immediate lead. By mid-morning, it had won four seats in Ward No. 17 alone. Trends showed BJP leading on 28 to 30 seats by noon, solidifying its dominance as results poured in.

Party-Wise Seat Distribution

The BJP’s performance was overwhelming, capturing 51 out of 78 seats, which allowed it to form the corporation without alliances. This represented nearly two-thirds of the total seats, underscoring strong voter preference for the party at the local level.

The Peasants and Workers Party (PWP), allied with the Congress, emerged as the runner-up with 23 seats. Congress itself managed only 2 seats, despite the partnership. The Nationalist Congress Party (NCP) also secured 2 seats. Shiv Sena fielded candidates but failed to win any, marking a complete shutout.

PWP’s 23 seats highlighted its regional foothold, particularly among working-class voters, bolstered by the Congress tie-up. However, the alliance’s limited success—Congress at just 2 seats—pointed to internal divisions or weaker grassroots presence.

NCP’s marginal 2 seats reflected its struggle against BJP’s wave. Shiv Sena’s zero tally was notable, given its traditional strength in Maharashtra politics, suggesting voter shift toward BJP in this constituency.

Analysis of winners’ affidavits reveals affluent candidates, predominantly from BJP. For instance, Manoj Krishnaji Bhujbal declared assets over 22 crore rupees, including movable and immovable properties. Others like Rajendrakumar Sharma (21 crore+) and Ramji Gela Bera (27 crore+) dominated financially. This trend among BJP victors may indicate strong business-local politics linkages in Panvel.
